State university chief's pay among highest in Commonwealth

The incoming chancellor of Pennsylvania’s 14 state-owned universities will be paid almost as much as the chief executive he will replace under a contract with the State System of Higher Education.

John C. Cavanaugh will receive a yearly salary of $327,500 under the recently signed agreement — a three-year “rolling” contract that is subject to annual review, system spokesman Kenn Marshall said Monday.

“This salary is probably slightly below the average nationally,” Marshall said. “We do have to have a competitive salary.”

Chancellor Judy Hample is one of the highest-paid state government employees. She is paid $327,718 annually, nearly double Gov. Ed Rendell’s $170,150 salary.

Why do we even need a Chancellor?

Each of the 14 state schools has its own President, Board of Trustees, Vice Presidents, and various administrators.

Do we even need a chancellor?

Perhaps less funding should go to the chancellor. Instead, the savings could be used to secure strong administrators. As a recent PSU grad, I believe that Pres. Graham Spanier is a great asset to the University. If increasing his salary ensures his continued employment at PSU, I believe the funds would be better allocated than if they were used to ensure a Chancellor at a competitive salary.

Also, the needs of a large university such as PSU are often at odds with the best interests of smaller state schools, such as Millersville. Giving more control to the administrators of each individual college may provide better allocation of resources for all state schools, big and small.
