State legislators trying to negotiate a compromise bill banning indoor smoking say they do not have an agreement ready. As a result, they canceled a committee meeting scheduled for Tuesday, and said they will keep talking.
Sen. Stewart Greenleaf, R-Montgomery, said the delay should only be for a few days.
The House and Senate have been stuck since July, when the Senate rejected a tougher ban approved by the House.
Bills passed by both chambers last year would ban smoking in most public places and workplaces, including restaurants.
But the Senate bill also allows exceptions for private clubs, bars, casinos and others, and stops Philadelphia and other local governments from enforcing a stronger ban.

Since there is no medical
Since there is no medical evidence that second hand smoke is more than an annoyance (no one recorded to have died from it)
And, it’s a typical nanny power-grab,
There’s no reason for anyone to take it seriously.
Except nannies.
Annoyance
I agree with you on the annoyance factor. As a non-smoker, I get annoyed when second hand smoke infringes on my personal space. Most smokers are too ignorant and inconsiderate of the personal space of others and therefore the government has to impose a ban. Nannies are the result of stupidity and ignorance. People are not willing to act responsibly. Given the opportunity, most will take complete advantage of a situation. If we did not have posted speed limits, do you believe people could show restraint and drive at a reasonable speed. The answer is no. Humans are selfish by nature and smokers don’t consider their surroundings before lighting up. That’s why they have to have a “nanny” to tell them when and where they can smoke in public.
Second Hand Smoke is Hazardous
Please read below:
In 2005, it was estimated that exposure to secondhand smoke kills more than 3,000 adult nonsmokers from lung cancer, approximately 46,000 from coronary heart disease, and an estimated 430 newborns from sudden infant death syndrome. In addition, secondhand smoke causes other respiratory problems in nonsmokers such as coughing, phlegm, and reduced lung function. According to the CDC’s National Health Interview Survey in 2000, more than 80 percent of the respondents aged 18 years or older believe that secondhand smoke is harmful and nonsmokers should be protected in their workplaces. Components of chemical compounds in secondhand smoke, including nicotine, carbon monoxide, and tobacco-specific carcinogens, can be detected in body fluids of exposed nonsmokers. These exposures can be controlled. In 2005, CDC released the Third National Report on Human Exposure to Environmental Chemicals, which found that the median cotinine level (a metabolite of nicotine) in nonsmokers had decreased across the life stages: by 68 percent in children, 69 percent in adolescents, and 75 percent in adults, when samples collected between 1999 and 2002 were compared with samples collected a decade earlier. These dramatic declines are further evidence that smoking restrictions in public places and workplaces are helping to ensure a healthier life for all people in the United States.-“The Health Consquences of Involuntary Exposure to Tabacco Smoke: A Report of the Surgeon General” The Department of Health and Human Services. 2005. http://www.surgeongeneral.gov/library/secondhandsm…
YOU ARE ENTITLED TO YOUR OWN OPINION, NOT YOUR OWN FACTS
Some ignorant folks will disount all these facts.
Unfortunately, some folks will just ignore the evidence and continue killing us, so they can indulge in their filthy and deadly habit. If smokers want to kill themselves,so be it. However, smokers do not have the right to kill me with their toxic fumes.
great ending
I found your last statement “You are entitled to your own opinion, not your own facts” describes aptly people who discount the effects of secondhand smoke despite extensive documentation by reputable sources.
It must be great to be so smart!
Your comment is ridiculous! All medical sectors agree that secondhand smoke is deadly. There is no evidence that will convince people like you that secondhand smoke is dangerous. You just won’t accept science or reality if you don’t like what it finds.I guess you feel you are smarter than the medical and scientific communities.
Scond hand smoke
Thats a stupid statement. There is plenty of scientific proof that second hand smoke is dangerous. If the smoke from the filter end is bad for you, then it’s pretty clear that the smoke from the burning end is bad to breath in also, not to mention the crap thats coming out of someones filthy lungs when they exhale. And yes I smoked for 25 years before quiting.
There is no record of
There is no record of anyone dying from having someone urinate on their leg, but considerate human beings know it just isn’t appreciated and would never consider doing it. Exagerated? Yes…but somethings need laws and smoking is not a personal habit…it affects everyone around the smoker and needs to be controlled. If you don’t want the government to take away another “God given Right”, than do the right thing and respect people around you.
This is too funny...
Thanks. I know this was posted some time ago, but it almost made me spit take my vino….
And actually, there was the case of Lloyd Minton, who DID die from
someone peeing on his leg…as he was standing near the third rail…

One of England’s best
One of England’s best mathematicians and statisticians is John Brignell. His site, numberwatch, is hated by fear-mongering nannies because of analyses like this on second hand smoke:
http://www.numberwatch.co.uk/zealots.htm
It’s easy reading, and makes you question the IQ of every nanny there is.
Pointless
Forget the second hand smoke. I don’t like it when people smoke around me. If the smoker is not courteous enough to respect my space, then we pass a smoking ban.
Using the law to enforce
Using the law to enforce self-righteousness or eliminate what a person who loved their neighbor would tolerate, is a two edged sword.
But, as long as it can only be wielded by the self-righteous, they think it’s all right.
Some, of course, didn’t like it when buildings were identified by religious symbols toward which they were antipathic.
So, they passed bans. Come to think of it, they still do.
It would appear as though
It would appear as though you are offended by the chance that you may be prohibited from forcing your exhaled smoke into the lungs of another human being. I believe you may be the self-righteous one in this discussion.

Point
Your comment has nothing to do with this discussion. Buildings cannot violate “personal” space.
Most restaurants have
Most restaurants have ventilation systems (installed at great cost, partly paid for by higher bills some of which are paid by smokers) that will keep smoke from annoying any but the most hyper-sensitive (Democrats, usually).
The same people will complain about perfume and after shave.
Some people just can’t do anything but complain. Usually they are Democrats, and always very sensitive. Very, very, very sensitive.
If you give into one of their complaints, they immediately have another.
They might be happier living in bubbles.
My, My, Fiction can be fun
A quick goggle search reveals: The total cost of caring for people with health problems caused by cigarette smoking — counting all sources of medical payments — is about $72.7 billion per year, according to health economists at the University of California.
http://www.berkeley.edu/news/berkeleyan/1998/0916/...As you will note, the study is from 1998. Adjusting for premium increases of near 78% since 2000, it appears that 72 billion is considerably lower than the actual amount. A quick calucation reveals the actually amount is closer to 128.2 billion.
72,000,000,000 + (.78 * 72,000,000,000)= 128,160,000,000
Why?
Why are you even bothering to post a reply to this jackass? He/she refuses to believe that smoking is a health hazard. Do you really expect them to read any of these studies you mention and comprehend the findings. This individual will be doubting you even when they’re sitting in a chair with oxygen in their nose and smoking through a tube in their neck. I have seen this first hand. I’ve lost family and friends to emphysema, lung cancer, throat cancer and heart disease all the result of years of smoking. Ironically, all were defiant to the end. All continued smoking until breathing was virtually impossible or they just dropped dead (literally).
What an idiotic comment!
I must be one of those ridiculous Democrats who feels I should be able to breathe when I go into public places.I’m astounded that no Republicans ever complaint about smoke! You must have done extensive studies of various establishments to prove it is Democrats not Republicans who complain. Goodness, what do Independents and non-voters do? I’m sure your extensive studies have documented that. Please tell us the results. I’m very anxious to be educated and to get the facts straight.
You really would have made
You really would have made a fabulous Nazi. With your unbelievably narrow mind, perhaps a skinhead. The list goes on and on. But one thing you are not and that is NORMAL.
Aren't you getting carried away?
Your statement is way out of line.
Being in response to the
Being in response to the endless blame poured on a group of fellow citizens by a complete and perfect bigot, keeps this statement in sync with…let’s call it the mainstream. It is what most people are thinking when they read this sort of rant, but I happen to write it. Certainly no harm intended, meant only to raise some eyebrows.
Bubbles
I think your head maybe filled with something other than gray matter.
Very Intuitive
As a registered Democrat I can substantiate all of your comments. We (democrats) are indeed hyper sensative. I regularly complain about all of the various odors in restaurants. If I am bothered by smoke in a restaurant I ask for alternative seating. If I am moved near someone wearing offensive perfume, I ask to be moved again. We democrats have been known to sit at as many as twenty different tables in one outing. There, it’s out there and we don’t care who knows it. We have been trying to keep our annoying ways a secret, but we did not expect to run across someone of your intellect. Our hats are off to you sir/mam. Many of us have already taken to living in bubbles. They are not too roomy, but they do provide us with the desired atmosphere required by our delicate constitutions. As more bubbles become available, there will be less of us around to bother you with our constant complaining. Please feel free to smoke as much as you like, wherever you like, and wear as much perfume and aftershave as you desire. On behalf of Democrats everywhere, thank you for helping us to see the error of our ways.
While congratulating
While congratulating yourselves on how wonderfully sensitive and enlightened you are, please take a moment for:

The same people who believed in global freezing believe in global warming, the cholesterol myths, and, of course, second-hand smoke. You are creatures of clever marketing ploys, and are especially vulnerable to those convincing you that believing in them is a sign of intellect.
Ignore: congratulating
just nonsense
