Interview with Freshman Rep. Eugene DePasquale on Reform

Could you explain how and when you became a state house member?

Elected in ’06. The seat was vacated by Steve Stetler.

What district do you represent?

95th

The buzz word in Harrisburg is “reform.” You made news when you put your expense reports of legislative spending online. Why did you make this decision?

I promised to do it in the campaign. I believe the Legislature should be more open and accountable.

Do you believe that other legislators will follow suit?

Some will.

You have also offered reform initiatives by suggesting changes in state house rules. One of them was to stop legislation during the sine die period. What is “sine die” and what would this rules change do?

It is the session portion after the election. I want to ensure the public knows what we are doing. My reform would only have us voting on legislation that was publicly revealed prior to the election.

The two other changes you offered increased access to public records and required “that bills be read on three separate days before a final vote and removing the ability to eliminate that procedure.” Where do these rules changes stand?

The reform commission is considering them along with a series of other initiatives.

On January 7th you were part of a press conference, “A New Low in Robo Calls,” with Rep. McGeehan and Senators O’Pake and Williams. What piece of reform legislation will you be offering and what impact will it have on citizens in Pennsylvania?

My legislation will require all calls to disclose at the beginning the entity paying for the call.

Are there other pieces of reform legislation that you are co-sponsoring right now or will be offering other reform bills in the future?

I will be introducing legislation to end private car leases.
